The A1 certificate for sole traders (PFA) and the self-employed: conditions and steps

The A1 is not only for companies

Many professionals working as PFA, II or self-employed people only find out at an inspection abroad that they need an A1. Regulation (EC) No 883/2004 also applies to the self-employed.

Main conditions

  • you normally carry out substantial activity in Romania;
  • the activity in the other state is similar to the one in Romania;
  • the expected duration abroad does not usually exceed 24 months;
  • you have paid contributions in Romania for that period.

If you normally work in two or more states, different rules apply and the competent legislation is determined by where the centre of your activity is.

Documents to prepare

  • the PFA or II registration certificate;
  • contracts with clients in Romania and abroad;
  • proof of activity in Romania (invoices, income returns);
  • your ID and the mandate, if we file for you.

Common mistakes

  • the application is filed after the work has ended;
  • the activity in Romania is not documented well enough;
  • the declared period does not match the foreign contract.

We check your documents before filing and tell you clearly what is missing. Everything is done by e-mail, with no trips.
